देहरादून। मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में पंचायतीराज विभाग की समीक्षा बैठक में प्रदेश के पंचायतीराज मंत्री सतपाल महाराज ने अनेक महत्वपूर्ण विषयों की ओर मुख्यमंत्री का ध्यान आकृष्ट करवाया। मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में सचिवालय स्थित चतुर्थ तल पर मुख्यमंत्री कार्यालय सभागार में गुरुवार को पंचायतीराज विभाग की समीक्षा बैठक में प्रदेश के पंचायतीराज मंत्री सतपाल महाराज ने पंचायतों के सशक्तिकरण से संबंधित संविधान की ग्यारहवीं अनुसूची में वर्णित 29 विषयों से संबंधित कार्य, दायित्व, निधि, कार्मिक का पंचायतों में हस्तान्तरण हेतु उच्च स्तर पर निर्णय लेने और पंचायती राज विभाग एवं संबंधित विभागों के स्तर से अनेक महत्वपूर्ण विषयों और सुझावों की ओर मुख्यमंत्री का ध्यान आकृष्ट करवाया।
पंचायत मंत्री सतपाल महाराज ने बैठक में प्रतिभाग करते हुए मुख्यमंत्री पुष्कर सिंह धामी से ग्राम प्रधानों को आपदा निधि (त्वरित सहायता) के लिए 10-10 हजार रुपए की राशि आपदा निधि से दिए जाने का भी सुझाव दिया जिस पर मुख्यमंत्री ने अपनी सहमति व्यक्ति की है। उन्हांेने कहा कि ग्रामीण विकास विभाग के शासनादेश 16 फरवरी 2005 के क्रम में अध्यक्ष जिला पंचायत द्वारा मुख्य विकास अधिकारी तथा प्रमुख क्षेत्र पंचायत द्वारा खंड विकास अधिकारी की वार्षिक चरित्र प्रविष्टि पर मंतव्य अंकन को लागू किया जाना अति आवश्यक है इसलिए शासनादेश का प्रभावी ढंग से अनुपालन सुनिश्चित करवाया जाए।
उन्होंने भारत सरकार के 73वें संविधान संशोधन के अनुच्छेद 243-ग में संशोधन के बाबत अध्यक्ष जिला पंचायत एवं प्रमुख क्षेत्र पंचायत के निर्वाचन में राज्य विधान मंडल को ग्राम प्रधान नगर निगम की भांति प्रत्यक्ष अथवा अप्रत्यक्ष निर्वाचन के विकल्प के संबंध में उच्च स्तर पर निर्णय लेते हुए इसे विधानमंडल दल से पास करवाने की भी बात कही। श्री महाराज ने मुख्यमंत्री घोषणा के तहत त्रिस्तरीय पंचायतों के पदाधिकारियों के मानदेय के क्रियान्वयन में आ रही बाधाओं के निराकरण के साथ साथ जल जीवन मिशन योजना के अंतर्गत सृजित परिसंपत्तियों को पंचायतों में हस्तान्तरण से पूर्व ग्राम प्रधान, पेयजल विभाग के कार्मिक एवं जिलाधिकारी द्वारा नामित अधिकारी की संयुक्त टीम के सत्यापन के उपरांत परिसंपत्तियों के हस्तान्तरण की कार्यवाही पर विचार किए जाने का भी अनुरोध किया। पंचायत मंत्री ने पंचायत घरों के निर्माण हेतु 20 लाख के बजट का प्रावधान किए जाने, त्रिस्तरीय पंचायतों के पदाधिकारियों को अनुमन्य मानदेय राज्य वित्त आयोग के अंतर्गत विकास कार्यों से ना होकर अधिष्ठान मद में अलग से बजट का प्रावधान किए जाने को भी कहा। पंचायत भवन एवं सरकारी भवन निर्माण के लिए ग्राम पंचायत की भूमि के उपयोग का भी उनके द्वारा उनके मुख्यमंत्री को सुझाव दिया गया।
