देहरादून,पहाड़वासी। उच्च शिक्षा में शैक्षिक कैलेंडर प्रभावी रूप से लागू करने के लिये सभी राजकीय विश्वविद्यालयों को स्पष्ट निर्देश दे दिये गये हैं। इससे उच्च शिक्षा की तमाम शैक्षिक गतिविधियां समय पर पूरी हो सकेंगी। विश्वविद्यालय प्रशासन को समय पर परीक्षाओं का आयोजन कर तत्परता से परीक्षा परिणाम घोषित करने को कहा गया है। इसके अलावा बैकलॉग खत्म कर विभिन्न परीक्षाओं के लंबित परीक्षा परिणाम को भी शीघ्र जारी करने के निर्देश दिये गये हैं। भविष्य में शैक्षणिक सत्र में एकरूपता लाने के लिये विश्वविद्यालयों को एक सप्ताह के भीतर वार्षिक प्लान तैयार कर शासन को अवगत कराने को कहा गया है। साथ ही विश्वविद्यालयों में लम्बे समय से रिक्त चल रहे शैक्षणिक एवं शिक्षणेत्तर पदों को आवश्यकतानुसार प्रतिनियुक्ति अथवा सेवा स्थानांतरण के आधार पर भरने के निर्देश शासन व विश्वविद्यालय प्रशासन के अधिकारियों को दिये गये हैं।
सूबे के उच्च शिक्षा मंत्री डॉ. धन सिंह रावत ने आज विधानसभा स्थित सभाकक्ष में राजकीय विश्वविद्यालयों की समीक्षा बैठक ली। जिसमें उन्होंने शैक्षिक कैलेंडर को प्रभावी तरीके से लागू न कर पाने पर अधिकारियों को जमकर फटकार लगाई। विभागीय मंत्री डॉ. रावत ने बताया कि विश्वविद्यालयों में एनईपी एवं यूजीसी की गाइडलाइन के अनुरूप शैक्षिक कैलेंडर सख्ती से लागू करने के लिये विश्वविद्यालय प्रशासन को स्पष्ट निर्देश दे दिये गये हैं। उन्होंने बताया कि शैक्षिक कैलेंडर प्रभावी रूप से लागू न होने से विश्वविद्यालय एवं महाविद्यालयों में तमाम शैक्षिक एवं अन्य गतिविधियां प्रभावित हो जाती है जिसका खामियाजा सीधे तौर पर छात्र-छात्राओं को उठाना पड़ता है। विश्वविद्यालय प्रशासन द्वारा परीक्षाओं का आयोजन तथा परीक्षा परिणाम समय पर जारी ने करने पर विभागीय मंत्री ने दो टूक कहा कि भविष्य में ऐसी लापरवाही बर्दाश्त नहीं की जायेगी। उन्होंने विश्वविद्यालयों के कुलपति, कुलसचिव एवं परीक्षा नियंत्रक को परीक्षाओं के आयोजन एवं परीक्षाफल नियत समय पर घोषित करने के लिये केन्द्रीय मूल्यांकन व्यवस्था लागू करने को कहा। साथ ही परीक्षा आयोजन एवं परीक्षा मूल्यांकन की मॉनिटिरिंग करने एवं बैकलाग को खत्म कर लंबित रिजल्ट को शीघ्र जारी करने के निर्देश दिये। डॉ. रावत ने बताया कि विश्वविद्यालयों में लम्बे समय से कई महत्पपूर्ण पद रिक्त चल रहे जिस कारण विश्वविद्यालयों का कामकाज प्रभावित हो रहा है। उन्होंने शासन एवं विश्वविद्यालय प्रशासन के अधिकारियों को सीधी भर्ती होने तक रिक्त पदों को प्रतिनियुक्ति अथवा सेवा स्थानांतरण के आधार पर भरने के निर्देश दिये। इसके लिये उन्होंने विश्वविद्यालय प्रशासन को एक माह के भीतर कार्यवाही सुनिश्चित करने को कहा।
उन्होंने कहा कि सभी विश्वविद्यालय अपने यहां संचालित पाठ्यक्रमों एवं छात्र संख्या को ध्यान में रखते हुये शैक्षणिक गतिविधियों को समय पर पूरा करने के लिये एक सप्ताह के भीतर वार्षिक प्लान तैयार कर शासन को भी अवगत करायें। उन्होंने सख्त लहजे में कहा कि विश्वविद्यालयों के अंतर्गत शैक्षणिक गतिविधियों के संचालन व क्रियान्वयन में किसी भी प्रकार की लेटलतीफी के लिये संबंधित कुलपति, कुलसचिव व परीक्षा नियंत्रक को जिम्मेदार माना जायेगा। बैठक में सचिव उच्च शिक्षा शैलेश बगोली, अपर सचिव प्रशांत आर्य, कुलपति मुक्त विवि प्रो. ओ.पी.एस. नेगी, कुलपति श्रीदेव सुमन विवि प्रो. एन.के. जोशी, कुलपति कुमाऊं विवि प्रो. डी.एस. रावत, कुलपति दून विवि प्रो. सुरेखा डंगवाल, कुलपति एस.एस.जे. विवि अल्मोड़ा प्रो. जे.एस. बिष्ट, कुलपति संस्कृत विवि प्रो. दिनेश चन्द्र शास्त्री, रूसा सलाहकार प्रो. एम.एस.एम. रावत, प्रो. के.डी. पुरोहित, संयुक्त निदेशक उच्च शिक्षा प्रो. ए.एस. उनियाल सहित विश्वविद्यालयों के कुलसचिव, परीक्षा नियंत्रक एवं अन्य विभागीय अधिकारी उपस्थित रहे।
