बिजली 9.64 फीसदी महंगी हुई, एक अप्रैल से लागू होंगी नई दरें
देहरादून,पहाड़वासी। उत्तराखंड के 24 लाख बिजली उपभोक्ताओं को एक अप्रैल से जोर का झटका लगेगा। उत्तराखंड विद्युत नियामक आयोग ने बिजली दरों में 9.64 प्रतिशत की बढ़ोतरी कर दी है। वहीं, चार लाख बीपीएल उपभोक्ताओं की बिजली दरों में पांच साल के बाद 10 पैसे प्रति यूनिट की बढ़ोतरी की गई है। आयोग ने समय से बिल भुगतान करने वाले उपभोक्ताओं को पहले के मुकाबले ज्यादा छूट का प्रावधान भी किया है।
नियामक आयोग के अध्यक्ष डीपी गैरोला व सदस्य तकनीकी एमके जैन ने बताया कि जनसुनवाई के बाद उन्होंने फिक्स चार्ज में कोई बढ़ोतरी नहीं की है। तीनों ऊर्जा निगमों (यूपीसीएल, यूजेवीएनएल और पिटकुल) ने कुल 28.57 प्रतिशत बढ़ोतरी का प्रस्ताव दिया था, जिसके सापेक्ष आयोग ने 9.64 प्रतिशत की बढ़ोतरी की है। वर्तमान में 31 मार्च तक सरचार्ज लागू है, जिसके चलते यह बढ़ोतरी 1.79 प्रतिशत है। सभी घरेलू उपभोक्ताओं को हर महीने बिजली बिल भेजा जाएगा। सदस्य तकनीकी एमके जैन ने बताया कि राष्ट्रीय टैरिफ नीति के अनुसार, आपूर्ति की औसत लागत से 20 प्रतिशत पर क्रॉस सब्सिडी रखने के लिए बढ़ोतरी की गई है। इस टैरिफ बढ़ोतरी के बाद घरेलू श्रेणी की क्रॉस सब्सिडी 19.8 से 20 प्रतिशत तक पहुंच रही है। प्रदेश के करीब सात हजार मत्स्य पालक अभी तक व्यावसायिक श्रेणी में आते थे। आयोग ने पहली बार इन्हें कृषि श्रेणी में शामिल कर लिया है। उसी हिसाब से उन्हें बिजली के कनेक्शन देकर वापस बिल लिए जाएंगे। कॉमर्शियल से कृषि बनने पर इन मत्स्य पालकों को हर साल 60 से 80 हजार रुपये की बचत होगी। नियामक आयोग ने बिजली बिल 10 दिन के भीतर जमा करने वालों को कुछ राहत दी है। डिजिटल भुगतान करने वालों को अब 1.25 प्रतिशत के बजाए 1.50 प्रतिशत छूट मिलेगी। अन्य माध्यमों से 10 दिन के भीतर बिल जमा करने वालों को अब 0.75 प्रतिशत के बजाए 1 प्रतिशत की छूट मिलेगी। नियामक आयोग के मुताबिक, इससे उपभोक्ताओं को करीब 18 प्रतिशत प्रति वर्ष का लाभ मिलेगा। हालांकि ऑनलाइन बिल का भुगतान 80 फीसदी हो चुका है।
