राज्य कैबिनेट की बैठक में लिए गए कई महत्वपूर्ण फैसले
देहरादून,पहाड़वासी। राज्य कैबिनेट की बैठक में कई महत्वपूर्ण फैसले लिए गए। मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में आयोजित कैबिनेट की बैठक में अन्य राज्यों की तुलना में उत्तराखण्ड राज्य में सिलिका सैण्ड की रायल्टी अधिक होने एवं इस कारण राज्य में सिलिका सैण्ड के व्यवसाय पर पड़ रहे प्रतिकूल प्रभाव के दृष्टिगत राज्य में सिलिका सैण्ड के व्यवसाय को सुदृढ एवं कारगर किये जाने के निमित्त अन्य राज्यों के अनुरूप रायल्टी दर व अपरिहार्य भाटक की वर्तमान प्रचलित दर को संशोधित किए जाने का निर्णय लिया गया। राज्य की सहकारी क्षेत्र की चीनी मिल बाजपुर (पेराई क्षमता 4000 टी.सी.डी.) की आसवनी में शून्य उत्प्रवाह संयंत्र (जेड.एल.डी.) न होने के कारण केन्द्रीय प्रदूषण नियंत्रण बोर्ड नई दिल्ली तथा उत्तराखण्ड पर्यावरण संरक्षण एवं प्रदूषण नियंत्रण बोर्ड देहरादून के आदेशों के क्रम में बाजपुर चीनी मिल की आसवनी में दिनांक 23 जनवरी 2017 से एल्कोहॉल उत्पादन कार्य पूर्ण रूप से बन्द होने के फलस्वरूप बाजपुर चीनी मिल एवं आसवनी की वित्तीय स्थिति प्रतिकूलतः प्रभावित हो रही है। अतः राज्य की सहकारी क्षेत्र की चीनी मिल बाजपुर की आसवनी को पुनः 25 के०एल०पी०डी० क्षमता पर संचालन के लिये आसवनी के आधुनिकीकरण करते हुए शून्य उत्प्रवाह संयंत्र (जेड.एल.डी.) लगाने, आसवनी में पूर्व स्थापित संयत्रों एवं कुछ अन्य संयत्रों के अनुरक्षण के लिये धनराशि बैंक से ऋण लिये जाने हेतु रू० 29.00 करोड़ की शासकीय प्रत्याभूति उपलब्ध कराये जाने का केबिनेट द्वारा निर्णय लिया गया है।
राज्य में वित्त, लेखा सम्बन्धी एवं अन्य विषयों पर समस्त विभागों तथा सचिवालय स्तर के कार्मिकों को प्रशिक्षण देने के उद्देश्य से वित्त विभाग के अधीन पं० दीनदयाल उपाध्याय वित्तीय प्रशासन, प्रशिक्षण एवं शोध संस्थान, उत्तराखण्ड देहरादून की स्थापना की गयी। साथ ही राज्य के अधिक से अधिक कार्मिकों के कौशल, प्रशासकीय प्रबन्धन एवं योग्यता क्षमता में वृद्धि करना, राज्य में विभिन्न वित्तीय नियमों, मैनुअलों एवं नियमावलियों में स्थापित नियमों की प्रास्थिति का परीक्षण, शोध एवं परिवर्तन की आवश्यकता पर राज्य सरकार को शोधात्मक परामर्श प्रदान करना, उक्त संस्थान का उद्देश्य है। संस्थान के उद्देश्यों की पूर्ति हेतु विशेषज्ञ के रूप में मानव संसाधन का होना अपरिहार्य होने के दृष्टिगत संस्थान में सृजित पदों के अतिरिक्त पूर्णकालिक व्याख्याता, शोधकर्ता पदों का सृजन किए जाने का निर्णय लिया गया। कोषागार विभाग के अन्तर्गत लेखा लिपिक का पद मृत संवर्ग घोषित होने के दृष्टिगत ऐसे नियमति एवं स्थायी अनुसेवक, जिन्होंने इण्टरमीडिएट (कॉमर्स) अथवा समकक्ष परीक्षा अथवा बी०कॉम परीक्षा उत्तीर्ण की हो, अनुसेवक के पद पर 10 वर्ष की निरन्तर सेवा पूर्ण कर ली हो तथा निर्धारित पाठ्क्रम के अनुसार अर्हता परीक्षा उत्तीर्ण कर ली हो, की पदोन्नति हेतु वर्तमान में सृजित कुल सहायक लेखाकार के 326 पदों के सापेक्ष जनपदवार कुल 17 पद आरक्षित किए जाने का निर्णय।
उत्तराखण्ड राज्य के चारधामों एवं श्री हेमकुण्ड साहिब की यात्रा हेतु प्रतिवर्ष लाखों की संख्या मे देशी एवं विदेशी तीर्थयात्रीध्पर्यटक आते है तथा प्रतिवर्ष यात्रियों की संख्या में निरन्तर हो रही वृद्धि के दृष्टिगत चार धाम यात्रा व्यवस्था को सुचारू रूप से संपन्न करने के उददेश्य से पूर्व से गठित यात्रा प्रशासन संगठन, ऋषिकेश का संगठनात्मक ढांचा अपर्याप्त होने के कारण उक्त संगठन का नाम परिवर्तित करते हुए चारधाम यात्रा प्रबन्धन एवं नियन्त्रण संगठन” किया गया है। उक्त संगठन के स्थाई कार्यालय हेतु 11 पदों के सृजन की स्वीकृति तथा डाटा एन्ट्री ऑपरेटर, पूछताछ केन्द्र सहायक ध् सहायक स्वागती, अनुसेवक कार्य हेतु 9 व्यक्तियों की सेवायें आउटसोर्स के माध्यम से लिये जाने का प्रावधान किया गया है। जिसे कैबिनेट द्वारा मंजूरी दी गई।
पशुपालन विभाग के नियमित पशुचिकित्साविदों को फरवरी, 2014 से उन्हें अनुमन्य मूल वेतन (निर्धारित वेतऩ ग्रेड वेतन) के योग के 25 प्रतिशत की दर से प्रैक्टिस बन्दी भत्ता दिया जा रहा था। केन्द्रीय सातवें वेतन आयोग की संस्तुतियों के क्रम में प्रदेश के विभिन्न वर्गों के कर्मचारियों के लिए गठित वेतन समिति उत्तराखण्ड (2016) द्वारा दिये गये प्रतिवेदन ध् संस्तुतियों में पशुपालन विभाग के चिकित्सकों को प्रैक्टिस बन्दी भत्ता के सम्बन्ध में कोई उल्लेख न होने के कारण पशुपालन विभाग के पशुचिकित्साधिकारियों को प्रैक्टिस बन्दी भत्ता दिया जाना रोक दिया गया था। पुनः प्रकरण वित्तीय नियम समिति को सन्दर्भित किया गया। वित्तीय नियम समिति द्वारा एलोपैथिक चिकित्सकों की भाँति राज्य पशुपालन विभाग के पशुचिकित्साविदों को 20 प्रतिशत प्रैक्टिस बन्दी भत्ता अनुमन्य किये जाने की संस्तुति की गयी है। जिसके क्रम में मंत्रिमण्डल द्वारा पशुपालन विभाग के चिकित्साविदों को 20 प्रतिशत प्रैक्टिस बन्दी भत्ता अनुमन्य किये जाने का निर्णय लिया गया है। इससे लगभग 400 पशुचिकित्साविद् लाभान्वित होंगे। उत्तराखण्ड राज्य में वनाग्नि की घटनाओं हेतु चीड़ के वनों में पिरूल भी एक मुख्य कारण है। वनाग्नि सत्र 2023 में चीड़-पिरूल स्थानीय स्तर पर एकत्रीकरण करके व्यापक स्तर पर ब्रिकेट ध् पैलेट्स बनाये जाने की व्यवस्था विभाग स्तर से की जानी प्रस्तावित है। चीड़-पिरूल से घटित होने वाली वनाग्नि के रोकथाम हेतु एवं पिरूल एकत्रित करने के लिये क्षेत्रवासियों को रोजगार उपलब्ध कराने के उद्देश्य से किसी व्यक्ति विशेष द्वारा मान्यता प्राप्त संस्था यथा-वन पंचायत, स्वयं सहायता समूह एवं युवक मंगल दल आदि के माध्यम से वन क्षेत्रों में पिरूल को एकत्रित कर स्थाई रूप से निष्कासित करने पर विभाग द्वारा उस व्यक्ति को संस्था के माध्यम से राज्य सैक्टर की संगत योजनाओं अथवा कैम्पा के अन्तर्गत उपलब्ध धनराशि से रू0 2.00 प्रति किलोग्राम की दर से भुगतान किये जाने की स्वीकृति शासनादेश दिनांक 05 नवम्बर, 2020 के द्वारा प्रदान की गयी थी। वर्तमान परिप्रेक्ष्य में राज्य में चीड़-पिरूल एकत्रीकरण दर को आजीविका में वृद्धि के दृष्टिगत रू 2.00 प्रति किलोग्राम के स्थान पर रू0 3.00 प्रति किलोग्राम पुनरीक्षित किए जाने का निर्णय लिया गया।
उत्तराखण्ड राज्य में पशुधन हेतु वर्षभर हरे एवं सूखे चारे की उपलब्धता व पशुधन उत्पाद में वृद्धि के साथ महिलाओं के कार्यबोझ को कम करने के लिए उत्तराखण्ड चारा नीति प्रस्तावित की जा रही है। वर्तमान में आवश्यकता के सापेक्ष हरे चारे में 31 प्रतिशत तथा सूखे घारे में 17 प्रतिशत की कमी है। चारे की कमी की पूर्ति मुख्यत पंजाब एवं हरियाणा से आने वाले गेहूं के भूसे से की जाती है। भौगोलिक संरचना के कारण प्रदेश आपदा संभावित क्षेत्र है, जिसके कारण भी चारे की उपलब्धता बाधित होती रहती है। चारा नीति के क्रियान्वयन हेतु पशुपालन विभाग, सहकारिता विभाग, दुग्ध विकास विभाग तथा अन्य स्रोतों यथा इत्यादि के समन्वय से कार्य सम्पादित किये जायेंगे तथा योजना में धनराशि की व्यवस्था राज्य अंश के अतिरिक्त भारत सरकार की विभिन्न योजनाओं तथा अन्य योजनाओं के माध्यम से की जायेगी।
मुख्यमंत्री, उत्तराखण्ड सरकार के कुशल नेतृत्व एवं पशुपालन मंत्री, उत्तराखण्ड के योग्य निर्देशन में उत्तराखण्ड सरकार के द्वारा स्थानीय युवाओं, विशेषकर महिलाओं हेतु उद्यमिता विकास द्वारा प्रत्यक्ष अथवा अप्रत्यक्ष रूप से रोजगार सृजन के लिये एवं सभी पशुपालको के समग्र विकास हेतु केबिनेट द्वारा मुख्यमंत्री उत्तराखण्ड राज्य पशुवन मिशन को प्रारम्भ करने का निर्णय लिया है। इसके द्वारा न केवल युवाओं के लिये रोजगार सृजन होगा, अपितु ये योजनायें भूमिहीन एवं सीमांत गरीब किसानों के लिये जीविकोपार्जन के साधन उपलब्ध कराकर प्रतिलोमीप्रवास (रिवर्स माइग्रेशन) में सहायक सिद्ध होगी। सरकार को प्रत्यक्ष और उत्तरदायी बनाने के लिये प्रौद्योगिकी का उपयोग कर पारदर्शिता सुनिश्चित करना शामिल है। इसमें राज्य के संसाधनों के कुशल और प्रभावी उपयोग के लिये अभिसरण, समन्वय, सामुदायिक भागीदारी और नेटवर्किंग का उपयोग तथा राज्य के संसाधनों के कुशल और प्रभावी उपयोग के लिये अभिसरण, समन्वय, सामुदायिक भागीदारी और नेटवर्किंग का बेहतर तरीके से उपयोग हो सकेगा।
