अब कुत्ता पालने के लिए पड़ोसी से लेनी होगी एनओसी
रूद्रपुर/देहरादून,पहाड़वासी। कुत्ता पालने के लिए अब नए नियमों का आपको पालन करना होगा। पड़ोसी की एनओसी लेना अनिवार्य होने के साथ ही कई अन्य नियमों का भी ध्यान रखना होगा। कुत्ता पालने में अगर पड़ोसियों ने आपत्ति जताई तो डॉग लाइसेंस भी रद्द हो सकता है। कुत्तों के पंजीकरण के नवीनीकरण के लिए आपत्ति किए गए पड़ोसियों से अनापत्ति प्रमाण पत्र लेना जरूरी होगा। वरना कुत्तों का नवीनीकरण नहीं किया जाएगा और निगम की ओर से स्वामी पर निर्धारित जुर्माना लगाया जाएगा।
शहर में 4000 पालतू कुत्ते होने के बाद भी नगर निगम में सिर्फ 37 के ही पंजीकरण हैं। चार माह पहले हुई नगर निगम बोर्ड बैठक में नियमावली का प्रस्ताव पास होने के बाद भी निगम की ओर से कार्रवाई नहीं की जा रही है। निगम अधिकारियों व कर्मचारियों की सुस्त गति होने के चलते कुत्तों के लाइसेंस शुल्क अधिनियम 2022 की नगर निगम की ओर से नियमावली लागू करने में काफी समय लग रहा है।
ऐसे में शहर में पालतू कुत्तों को लोग खुले स्थान में शौच करा रहे हैं। इससे सड़कों, पार्क, खेल मैदान आदि में गंदगी फैल रही है। नगर निगम की ओर से नियमावली बनाई गई है कि कुत्तों को खुले स्थान में शौच नहीं कराया जाएगा। इसका उल्लंघन करने में निगम के कर्मचारियों की ओर से 500 रुपये का दंड लगाया जाएगा। कुत्ते पालने के लिए घर के चारों और दीवारें बनाया जाना आवश्यक है। नगर स्वास्थ्य अधिकारी चंडोक ने बताया कि डॉग लाइसेंस की नियमावली की प्रक्रिया अभी गतिमान है। नियमावली लागू होने के बाद डॉग लाइसेंस बनाने के लिए शहर की कॉलोनी व सोसाइटी को नोटिस भेजे जाएंगे।
