देहरादून। एमडीडीए प्रशासन अब तक नक्शे के विपरीत बने मकानों के खिलाफ सीलिंग और ध्वस्तीकरण की कार्रवाई करता आ रहा है। अब मानकों के विपरीत खड़े टेलीकॉम टावर्स के खिलाफ भी सीलिंग और ध्वस्तीकरण की कार्रवाई की जाएगी। इस संदर्भ में एमडीडीए सचिव हरबीर सिंह ने बताया कि एमडीडीए मानकों के विपरीत खड़े टेलीकॉम टावर्स के खिलाफ तत्काल प्रभाव से कार्रवाई शुरू करने जा रहे हैं।
मानकों के विपरीत टावर खड़े पाए जाएंगे तो सीलिंग और ध्वस्तीकरण की कार्रवाई अमल में लाई जाएगी। यूं एमडीडीए प्रशासन के पास वर्तमान में अवैध टावरों का कोई आंकड़ा ही नहीं है। टेलीकॉम टावर स्थापित करने की आज्ञा किसी पार्क, बंजर जमीन, विकसित एवं खुले स्थल और कृषि उपयोग भूमि में प्रदान की सकती है। इसके अलावा स्कूल या अस्पताल भवन के आसपास या परिसर के अंतर्गत टेलीकॉम टावर लगाना पूर्ण रूप से प्रतिबंधित है।
केवल उन्हीं भवनों पर टावर स्थापित करने की अनुमति प्रदान की जाएगी जिन का मानचित्र सक्षम प्राधिकारी या प्राधिकरण से स्वीकृत हो। इसके साथ ही प्राधिकरण या अनियमित क्षेत्रों में अधिकृत स्ट्रक्चरल इंजीनियर की ओर से प्रमाण पत्र प्रस्तुत किया जाना अनिवार्य होगा। इसमें प्रस्तावित टावर प्रत्येक दृष्टि से सुरक्षित है यह बिंदु शामिल होना चाहिए।
प्राकृतिक आपदा की स्थिति को ध्यान में रखते हुए टेलीकॉम टावर का निर्माण संकरी गलियों में अनुमान्य नहीं होगा। इस स्थिति में पहुंच मार्ग की न्यूनतम चैड़ाई मैदानी क्षेत्रों में 9 मीटर होनी आवश्यक है। यदि टावर का निर्माण भवन की छत पर किया जाता है, तो टावर का निचला भाग छत से न्यूनतम 3 मीटर की ऊंचाई पर होना आवश्यक है।
साथ ही इस संबंध में विंड लोड और सेस्मिक लोड के संबंध में टावर तथा भवन के स्ट्रक्चर की सुरक्षा सुनिश्चित की जानी आवश्यक होगी। वहीं टावर का निर्माण कार्य किए जाने से पूर्व काउंसलिंग ऑफ आर्किटेक्चर में पंजीकृत आर्किटेक्ट एवं अधिकृत स्ट्रक्चरल इंजीनियर द्वारा निर्धारित प्रारूप पर प्रस्तावित निर्माण का मानचित्र इस प्रस्ताव के साथ प्रस्तुत किया जाएगा।
