नीति आयोग गवर्निंग काउंसिल की बैठक में सीएम धामी ने उठाई ग्रीन बोनस की मांग
-प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता में आयोजित हुई यह बैठक
नई दिल्ली/देहरादून,पहाड़वासी। प्रधानमंत्री नरेन्द्र मोदी की अध्यक्षता में नई दिल्ली में आयोजित नीति आयोग की गवर्निंग काउंसिल की 8वीं बैठक में प्रतिभाग किया। मुख्यमंत्री ने उत्तराखंड के विकास में मार्गदर्शन और सहयोग के लिए प्रधानमंत्री नरेन्द्र मोदी और केंद्र सरकार का आभार व्यक्त करते हुए राज्य से संबधित विभिन्न विषयों को रखा। ग्रीन बोनसः मुख्यमंत्री ने कहा कि राज्य के लगभग 70 प्रतिशत क्षेत्र में वनों, बुग्यालों, ग्लेशियरों का संरक्षण करके हम सम्पूर्ण राष्ट्र को महत्वपूर्ण पर्यावरणीय सेवायें उपलब्ध करा रहे हैं। आईआईएफएम, भोपाल के एक अध्ययन के अनुसार उत्तराखण्ड के वनों से प्राप्त होने वाली इन सेवाओं का न्यूनतम मौद्रिक मूल्य 95,000 करोड़ रूपये प्रतिवर्ष है। भविष्य में राज्यों के मध्य संसाधनों के आवंटन में इन वन एवं पारिस्थितिकी सेवाओं के मानक को बढ़ाने का उन्होंने अनुरोध किया। मुख्यमंत्री ने कहा कि जब तक यह प्रणाली अस्तित्व में नही आती तब तक उत्तराखण्ड राज्य को ग्रीन बोनस प्रदान किया जाये। मुख्यमंत्री ने कहा कि सामान्यतः विभिन्न केन्द्र पोषित योजनाओं में स्थिर जनसंख्या के मानक का उपयोग किया जाता है। महत्वपूर्ण तीर्थ स्थानों विशेष तौर पर चार धाम तथा कांवड़ यात्रा मे उत्तराखण्ड में बड़ी संख्या में तीर्थ यात्रियों एवं पर्यटकों का वर्ष भर आवागमन होता है, जो राज्य की जनसंख्या का पांच से छह गुना है। तीर्थ यात्रियों एवं पर्यटकों को समस्त आधारभूत सुविधायें जैसे- पार्किंग, यातायात, पेयजल, स्वच्छता, आवास, परिवहन, जन सुरक्षा इत्यादि राज्य के सीमित संसाधनों से ही करनी होती है। उन्होंने वित्तीय संसाधनों के आवंटन एवं नीति निर्माण में इस महत्वपूर्ण तथ्य को सम्मिलित किये जाने का अनुरोध किया।
मुख्यमंत्री ने कहा कि राज्य की लगभग 19,000 करोड़ रूपये की 11 वाह्य सहायतित परियोजनायें पाइप लाइन में हैं। इन परियोजना प्रस्तावों पर नीति आयोग,डी.ई.ए, सम्बन्धित केन्द्रीय मंत्रालयों से संस्तुति तथा फण्डिंग ऐजेन्सियों से सैद्धान्तिक सहमति प्राप्त हो चुकी है। राज्य के वित्तीय संसाधन बहुत सीमित हैं जिस कारण ई.ए.पी तथा सी.एस.एस पर ही हमारी निर्भरता है। वित्त मंत्रालय के आदेश के अनुसार उत्तराखण्ड एवं हिमाचल प्रदेश हेतु इसमें बमपसपदह लगायी गयी है। इन परियोजनाओं पर कटौती किये जाने से राज्य में अवस्थापना सुविधाओं के सृजन तथा आजीविका के अवसर बाधित हो जायेंगे। उन्होंने प्रधानमंत्री जी से इसका समुचित समाधान करवाने का अनुरोध किया। मुख्यमंत्री ने राज्य में 25 मेगावाट से कम लघु एवं सूक्ष्म जल विद्युत परियोजनाओं की ही उत्पादन क्षमता लगभग 3500 मेगावाट है। इसमें से मात्र 200 मेगावाट का ही दोहन हो रहा है। उन्होंने अनुरोध किया कि 25 मेगावाट से कम क्षमता की परियोजनाओं के अनुमोदन तथा क्रियान्वयन का अधिकार राज्य सरकार को प्रदान किया जाए। इस निर्णय से लगभग 3000 मेगावाट तक विद्युत क्षमता का उपयोग शीघ्र करके विकसित भारत/2047 के विजन के अन्तर्गत स्वच्छ ऊर्जा उत्पादन करते हुए नेट जीरो के लक्ष्यों को हासिल करने में भी सहयोग दे पायेंगे। मुख्यमंत्री ने कहा कि महत्वाकांक्षी नदी जोड़ो योजना के अन्तर्गत राज्य सरकार द्वारा कुछ हिमनद नदियों को वर्षा आधारित नदियों से जोड़ने पर विचार किया जा रहा है। ऐसी अति महत्वपूर्ण ‘‘नदी-जोड़ो परियोजना’’ के क्रियान्वयन हेतु अत्यधिक धनराशि की आवश्यकता है, इसके लिये मुख्यमंत्री ने भारत सरकार से विशेष वित्तीय सहायता एवं तकनीकी सहयोग का अनुरोध किया।
मुख्यमंत्री ने कहा कि केन्द्र पोषित अधिकांश योजनाएं वन साइज फिट ऑल के अधार पर बनती हैं। जो राज्यों की अपनी विशिष्ट परिस्थितियां एवं ावश्यकताओं के अनुरूप नहीं होती है, परन्तु राष्ट्रीय कृषि विकास योजना जैसी योजनायें भी हैं जिसकी गाइडलाईन में पर्याप्त लचीलापन है। इसके कारण राज्य की विशिष्ट आवश्यकताओं के अनुसार कार्य करने की स्वायत्ता रहती है। स्वायत्ता की यही प्रक्रिया अन्य केन्द्र पोषित योजनाओं के लिये भी अपनायी जानी चाहिये ताकि उत्तराखण्ड जैसे पर्वतीय राज्य केन्द्र पोषित योजनाओं का अधिकतम लाभ प्राप्त कर सकें।
मुख्यमंत्री ने कहा कि राज्य में लागू औद्योगिक प्रोत्साहन नीति वर्ष 2017 के अन्तर्गत प्राप्त प्रोत्साहन वर्ष 2022 में समाप्त हो चुके हैं, जबकि जम्मू कश्मीर तथा पूर्वोत्तर राज्यों हेतु इसी प्रकार की अन्य औद्योगिक नीति वर्तमान में भी चल रही है। पर्वतीय राज्य होने के कारण हमारी समस्यायें भी उन्हीं राज्यों की तरह ही हैं। उन्होंने औद्योगिक प्रोत्साहन नीति को उत्तराखण्ड राज्य में भी आगामी 05 वर्षो के लिये विस्तारित करने का अनुरोध किया।
