देहरादून। प्रदेश कांग्रेस कमेटी के अध्यक्ष करन माहरा ने जनपद नैनीताल के हल्द्वानी वनभूलपुरा बस्ती में लगभग 80 वर्षांे से निवास कर रहे 4,500 परिवारों को उच्च न्यायालय नैनीताल ने बस्ती को एक हफ्ते में खाली करवाये जाने हेतु नोटिस दिये गये थे। जिससे लगभग 60 हजार लोगों के सिर से छत छिनने का खतरा पैदा हो गया था जिससे इन परिवारों में भय का वातावरण बना हुआ था। उन्होंने कहा कि उच्च न्यायालय द्वारा ध्वस्तीकरण के आदेश के बाद वहां पर निवास कर रहे लोगों पर मानवीय संकट खड़ा हो गया था। उन्होंने कहा कि कड़ाके की ठण्ड में बस्ती के लोग अपने छोटे-छोटे बच्चों के साथ धरने में बैठ हैं, परन्तु सरकार ने उनकी सुध नही ली। करन माहरा ने उच्चतम न्यायालय के स्थगन आदेश का स्वागत करते हुए कहा कि यह सच्चाई की जीत है। न्यायालय ने मानवीय संवेदनाओं का ध्यान रखते हुए जो त्वरित निर्णय दिया है उससे 60,000 लोगों के मन से निराशा का भय हाल फिलहाल समाप्त हुआ है और न्यायालय के फैसले से एक उम्मीद और आशा की किरन इन में बंधी है कि इन्हें देर सबेर न्याय मिलेगा और सच्चाई की जीत होगी।
उन्होंने कहा कि कांग्रेस पार्टी उच्चतम न्यायालय का सम्मान करती है। परन्तु सरकार की कार्यवाही से लगभग 80 वर्षाे से वहां पर निवास कर रहे लोगों को वेघर करने की अवमानीय कार्रवाही करना बिलकुल भी उचित प्रतीत नही होता है। उन्होंने कहा यदि सरकार को इन परिवारों को हटाना ही था तो पहले उन्हें बसाने की कार्यवाही होनी चाहिए थी। सरकार को इन लोंगो के पुर्नवास की योजना प्रस्तुत करनी चाहिए थी जिससे पीड़ित परिवार संतुष्ट होते और इनके वेघर होने का खतरा नही रहता। परन्तु सरकार ने ऐसा ना कर जनता के साथ अन्याय किया है। उन्होंने कहा कि बस्ती में सरकार द्वारा दो प्राथमिक स्कूल, सीवर लाईन, दो इण्टर कांलेज, दो बडी पानी की टेंकियां, प्राथमिक स्वास्थ्य केन्द्र, बैंक, साहू धर्मशाला और सभी वर्गाे के धार्मिक स्थल वहां पर मौजूद हैं। उन्होंने कहा कि रेलवे का इस तरह का तुगलगी व्यवहार हैरत करने वाला है। उन्होंने कहा अगर यह बस्ती अवैध थी तो आज तक रेलवे के कर्मचारियों ने कार्रवाही क्यों नही की? उन्होंने कहा रेलवे के उन कर्मचारियों पर भी सख्त कार्रवाही होनी चाहिए। जिन्होंने आज तक उक्त संबंध में कोई भी कार्रवाही नही की। उन्होंने यह भी कहा कि रेवले द्वारा बस्ती की भूमि का सीमांकन भी सही तरीके से नही किया गया है। जबकि वहां पर कुछ भूमि उत्तराखण्ड सरकार की भी बताई जा रही है।
श्री करन माहरा ने कहा कि प्रधानमंत्री मंत्री का यह नारा खोखला सावित हुआ जिसमें उन्होंने कहा था कि किसी भी गरीब के घरों को उजाड़ा नही जायेगा और सरकार गरीबों को घर बनाकर देगी। उन्होंने राज्य सरकार पर प्रहार करते हुए कहा कि राज्य सरकार को हाई कोर्ट के निर्णय के खिलाफ सर्वाेच्च न्यायालय में याचिका दायर करनी चाहिए थी परन्तु धामी सरकार ने ऐसा ना कर वहां की जनता के साथ खिलवाड़ किया है और इससे धामी सरकार का अमानवीय चेहरा उजागर हुआ है। उन्होंने कहा कि पीडित ही अपने बलबूते उच्चतम न्यायाल के शरण में गये और जिससे उन्हें राहत भी मिली। उन्होंने कहा कि राज्य इस पूरे प्रकरण में मौन साधे रही जो हतप्रभ करने वाला है। उन्होंने नगर निगम पर भी आरोप लगाते हुए कहा कि नगर निगम भी सरकार के इशारे पर चल रही है। उन्होंने कहा कि इससे यह प्रतीत होता है कि राज्य सरकार व नगर निगम रेलवे के इस कार्रवाही की पक्षधर प्रतीत होती है।
श्री करन माहरा ने कहा कि इस इतना बड़ा मामला होने के बावजूद भी स्थानीय भाजपा के नेतागणांे एवं प्रतिनिधियों ने भी बस्ती के हाल-चाल जानने की कोशिश नही की। जबकि 1991 से बंशीधर भगत भाजपा के बडे नेता एवं उस क्षेत्र का प्रतिनिधित्व करते रहे हैं। उन्होंनें कहा कि 1996 से लगातार नगर में भी भाजपा का कब्जा रहा है। उन्होंने कहा कि तब भी नगर निगम और इनकी राज्य सरकार ने इस ओर कोई ध्यान नही दिया। जबकि 2016 में भी उक्त बस्ती को खाली करवाये जाने के आदेश माननीय उच्च न्यायालय ने दिये थे तब राज्य की कांग्रेस सरकार इसके खिलाफ माननीय उच्चतम न्यायायल में गई थी।
