राज्यपाल ने कला, साहित्य एवं शिक्षा के क्षेत्र में उत्कृष्ट प्रदर्शन करने वाले छात्रों को सम्मानित किया
देहरादून,पहाड़वासी। राज्यपाल लेफ्टिनेंट जनरल गुरमीत सिंह (से.नि.) ने रविवार को गढ़ीकैन्ट में उपनल के 19वें स्थापना दिवस कार्यक्रम में प्रतिभाग किया। कार्यक्रम में सैनिक कल्याण मंत्री गणेश जोशी भी उपस्थित रहे। राज्यपाल ने इस अवसर पर कला, साहित्य एवं शिक्षा के क्षेत्र में उत्कृष्ट प्रदर्शन करने वाले छात्र-छात्राओं को सम्मानित किया। इस अवसर पर राज्यपाल और सैनिक कल्याण मंत्री ने उपनल के उत्कृष्ट कार्य करने वाले 03 कर्मचारियों को भी पुरस्कार राशि देकर सम्मानित किया। पर्वतारोहण और साइकिलिंग के क्षेत्र में कई मेडल जीतने वाले पूर्व सैनिक कलम सिंह बिष्ट को भी इस अवसर पर सम्मानित किया गया। कार्यक्रम में राज्यपाल ने सम्मानित होने वाले सभी छात्र-छात्राओं और कर्मचारियों को हार्दिक शुभकामनाएं दी। उन्होंने उपनल संस्था के अधिकारियों को भी स्थापना दिवस की बधाईयां दी। राज्यपाल ने कहा कि पूर्व सैनिक के आश्रितों के कल्याण के लिए बनी इस संस्था का मुख्य उद्देश्य उन्हें रोजगार उपलब्ध कराना है। उन्होंने कहा कि हम सभी को संकल्प लेना होगा कि हम इसकी बेहतरी के लिए कार्य करें। राज्यपाल ने कहा कि इस संस्था का लाभ प्रत्येक पूर्व सैनिक और उनके परिवारों को मिले, इसके तरीके खोजे जाएं। उपनल में नवाचार और नवीन तकनीकी का इस्तेमाल किया जाए।
उन्होंने कहा कि सभी उपनल कर्मचारी पूरी श्रद्धा व मेहनत से दिए गए दायित्व का निर्वहन कर रहे हैं। इसी सेवाभाव को जारी रखा जाए और संस्था के मान को बढ़ाया जाए। उन्होंने सभी कर्मचारियों से यह संकल्प लेने की भी अपील की कि वे किसी भी प्रकार के गलत कार्य संस्कृति को बढ़ावा न दें जिससे संस्था का मान व सम्मान प्रभावित हो। राज्यपाल ने कहा कि पूर्व सैनिकों में प्राकृतिक नेतृत्व क्षमता है। वे शासन एवं प्रशासन को किस प्रकार अपना सहयोग दें इस पर विचार किया जाय। उन्होंने कहा कि उत्तराखण्ड में पर्यटन, कृषि एवं वैलनेस के क्षेत्र में असीमित संभावनाएं हैं। पूर्व सैनिक इन क्षेत्रों में रोजगार के नवीन अवसर तलाशने हेतु आगे आएं। उन्होंने कहा कि हमें अपनी ताकत को पहचानते हुए उस क्षेत्र में कार्य करने की जरूरत है। उन्होंने कहा कि यह हम सभी के लिए खुशी के क्षण हैं कि उपनल का कारोबार व टर्नओवर लगातार बढ़ रहा है। उपनल प्रदेश में जीएसटी भुगतान में सर्वोच्च स्थान पर है जिसे केन्द्रीय अप्रत्यक्ष कर बोर्ड ने प्रशस्ति पत्र देकर सम्मानित किया है। राज्यपाल ने इस बात पर खुशी व्यक्त की कि उपनल द्वारा एक साफ्टवेयर विकसित किया गया है जिससे ऑनलाइन पंजीकरण, विभागों के समय पर बीजक तथा वेतन प्रेषण किया जा रहा है।
इस कार्यक्रम के दौरान मुख्यमंत्री पुष्कर सिंह धामी द्वारा उपनल के स्थापना दिवस हेतु प्रेषित शुभकामना संदेश भी पढ़ा गया। उन्होंने 19वें स्थापना दिवस पर उपनल के सभी अधिकारियों, कर्मचारियों एवं उनके परिवारों को बधाई एवं शुभकामनाएं प्रेषित की। इस अवसर पर सैनिक कल्याण मंत्री गणेश जोशी ने उपनल के 19वें वर्षगांठ पर उपनल के सभी अधिकारियों, कर्मचारियों एवं उनके परिवारों को बधाई एवं शुभकामनाएं देते हुए कहा उपनल का मुख्य उद्देश्य पूर्व सैनिकों और उनके आश्रितों को रोजगार उपलब्ध कराना है। इस क्रम में उपनल द्वारा पूर्ण पारदर्शिता एवं जवाबदेही के साथ कार्य किया जा रहा है। मंत्री जोशी ने कहा उपनल कर्मचारी उत्तराखण्ड के प्रत्येक विभाग में कंधे से कंधा मिलाकर सरकार के साथ कार्य कर रहे हैं। उन्होंने कहा सरकार का दायित्व है कि कर्मचारियों की समस्या को सुने और उनकी समस्या का समाधान करें इस दिशा में सरकार द्वारा निरंतर प्रयास किए जा रहे हैं। मंत्री ने कहा वर्तमान में उपनल द्वारा 24000 अभ्यर्थियों का प्रायोजन किया जा चुका है, देश में जितने भी कारपोरेशन संचालित हैं उनमें से उत्तराखण्ड एक छोटा प्रदेश होते हुए भी प्रायोजन हेतु उपनल दूसरे स्थान पर है, जो कि एक बहुत ही गर्व की बात है। उन्होंने कहा कल्याणकारी योजनाओं में व्यय पूर्व सैनिकों एवं उनके आश्रितों के कल्याणकारी योजनाओं में सी०एस०आर० मद द्वारा वर्तमान तक लगभग रू0 56 लाख व्यय किये जा चुके हैं। हाल ही में जोशीमठ आपदा से निपटने के लिए उपनल द्वारा मुख्यमंत्री राहत कोष में 11 लाख रुपये दान दिये गये।
उन्होंने उपनल द्वारा पूर्व सैनिकों एवं उनके आश्रितों के कल्याण हेतु किये गये कार्यों की प्रशंसा की और आशा व्यक्त करते हुए कहा कि उपनल आगे भी इसी क्षमता, कर्तव्यनिष्ठा और पारदर्शिता के साथ कार्य करता रहेगा। मंत्री ने उपनल के सभी कर्मचारियों को विश्वास दिलाया कि सरकार कर्मचारियों के हितों का सदैव ध्यान रखती आयी है और आगे भी यथासंभव प्रयत्न इस दिशा में जारी रहेंगे। इस अवसर पर मंत्री गणेश जोशी ने प्रतिभावान युवाओं जो एनडीए, आईएएस, एमबीबीएस की प्रतियोगी परीक्षाओं की तैयारी कर रहे हैं उनके लिए शीघ्र ही उपनल एक कोष तैयार करेगा। इस अवसर पर चेयरमैन मेजर जनरल सम्मी सभरवाल, एमडी उपनल ब्रिगेडियर जे.एन.एस बिष्ट, ले.जनरल टी.पी एस.रावत, ले.जनरल योगेंद्र डिमरी, मेजर जनरल डी.अग्निहोत्री, मेजर जनरल एम.एल असवाल, मेजर जनरल एस.एस नेगी, ब्रिगेडियर के.जी.बहल, ब्रिगेडियर रमेश भाटिया, ब्रिगेडियर अमृत लाल सहित अन्य लोग उपस्थित रहे।
